The challenge to American national security posed by de`tente, the end of the cold war, and the emergence of China as a global power has generated a complex new regulatory regime to control 'technology transfer' between the US and the rest of the world. A case study will illustrate the impact of the ITAR (International Traffic In Arms Regulations) on face-to-face collaboration between American and European space scientists on a joint mission to Saturn.
