The Atlanta Journal-Constitution sought out Dr. Catherine Ross to answer the question, "Does rail transit reduce congestion?" Ross, director of the Center for Quality Growth and Regional Development and former Executive Director of the Georgia Regional Transit Authority (GRTA), is an expert on regional transportation planning.
"Nothing solves the congestion problem. Neither option [cars or rail] takes precedent," said Ross. A past board member of the Metropolitan Atlanta Rapid Transit Authority, she thinks rail can create better commutes and improve a regionâs overall quality of life.
