Abstract: Water scarcity is a pressing problem faced by poorer citizens across the globe. Using a large factorial field experiment in Mumbai, we assess how a bureaucratic facilitation drive and a political coordination campaign impacted the likelihood that informal settlement-dwellers secured municipal water connections.
