A panel of Eisenhower Fellows from the US Army War College will share their informed practitioners' perspective on various dimensions of navigating the competition space between overt war and peace, including how U.S. allies can live with 'gray zone' competition in the Pacific, the importance of clarifying when cyber attacks can legally be considered acts of war, and the advantages of enhancing US “soft power” relative to other powers like China and Russia.
