Matteo Zullo and Olga Churkina, joint Ph.D. students in Georgia Tech’s School of Public Policy and Georgia State University, recently published an article in the European Journal of Higher Education. The article is titled “A quasi-experiment in international student mobility: Germany’s fee re-introductions.”
After seven out of 16 German states started levying tuition fees for international students, Zullo and Churkina compared international student enrollment to those states with fees versus those without fees. They found that only one state with fees saw a significant decrease in international student enrollment.
