As a first-of-its-kind project, the Kemper Integrated Gasification Combined-Cycle (IGCC) Plant with Carbon Sequestration and Storage (CCS) is an important and timely case study for the technical community.

In June 2010, the Kemper Plant was approved for construction by the Mississippi Public Service Commission but by June 2017, an arrangement was reached between Mississippi Power and the Mississippi Public Service Commission to halt the operation of the integrated plant (involving primarily the coal gasification and carbon separation aspects) and to convert the plant's energy source from coal to natural gas.

 

While the contemporary economics associated with the operation of the plant and the other remaining start-up risks were cited as significant factors influencing the decision, the project yielded a variety of important technical findings.

In August 2017, the Energy Policy and Innovation Center convened more than two dozen energy experts – scientific researchers, engineers, and executives from academia and industry - to review and discuss the technical performance of key components of the Kemper facility.

The results of that technical review have been compiled and published in a white paper that provides unbiased, third-party perspectives on the impact and value of this production scale technology demonstration. The document summarizes key technical accomplishments, challenges, and lessons learned while underscoring comments, insights, and takeaways from the technical review.
