‘At first, we did not see some of the more strategic things required to actually carry on a campaign. But I must say that in the past several days, we’ve seen a lot of that now moving — for instance, field hospitals, artillery, supplies … are now beginning to show up in the front area. So either Mr. Putin has decided to increase the pressure, that coercive pressure, or this may be indications that he actually intends to do something.’
