Are some states luckier than others with selling winning lottery tickets?

There is now a CONTENT FREEZE for Mercury while we switch to a new platform. It began on Friday, March 10 at 6pm and will end on Wednesday, March 15 at noon. It just seems like some states have better luck than others when it comes to winning big lottery jackpots. That's according to Lew Lefton with the School of Mathematics, who is also Assistant Dean of Information Technology and Executive Vice President for Research for the College of Sciences.
