Professor Harley Etienne remarks on Mayor Kasim Reed's decision to redevelop English Avenue through the Prince Charles' Foundation for the Built Environment. Etienne questions the foundation's previous design-driven work and opines that the redevelopment should focus on the people that live in the neighborhood. He believes that the neighborhood's revitalization needs a social approach that runs deeper than a design approach because "the neighborhood's physical problems are mere symptoms of the deeper maladies its residents are facing."
