In December 2019, the University System of Georgia (USG) announced a Critical Hire Justification process for all 26 member institutions. This initiative is in response to the Governor’s Office of Planning and Budget request for all state agencies to think strategically about workforce needs and how to best leverage existing positions to maximize efficiencies.
This new process will require additional levels of review and approval for all full-time faculty and staff positions (vacant and new) posted after Dec. 15, 2019, with a salary above $40,000. The approvals must be completed prior to posting a position.
Only positions that are deemed to be a “critical hire” will be approved. As defined by the USG:
A critical hire is considered a position that the institution must fill in order to maintain student success, patient/life safety, and to successfully meet required compliance and accreditation standards. A critical hire is not the same as an important hire. We have many positions within the university system that are important to institutional success but would not be considered critical. Important positions will not be approved while the critical hire process is in effect. – USG Guidance, 12/31/19
To submit a position for review and approval, the hiring manager must first work with their respective unit’s Human Resources representative to discuss the critical hire justification. After consultation, it is the responsibility of the HR representative to complete and submit the online justification form to a central team of coordinators. These coordinators will route submitted forms for appropriate campus-level review and, for staff positions, the required University System Committee review.
Critical hire positions may be posted only after Institute approvals (for faculty roles) or USG approvals (for staff roles) are communicated by a central coordinator to the hiring manager.
Hiring managers are encouraged to meet early with their HR representative to discuss how this new process will affect their future hiring process.
