There is now a CONTENT FREEZE for Mercury while we switch to a new platform. It began on Friday, March 10 at 6pm and will end on Wednesday, March 15 at noon. No new content can be created during this time, but all material in the system as of the beginning of the freeze will be migrated to the new platform, including users and groups. The number of fellowships awarded is determined by the amount of funding (from government sources or from private donations) available in any given year. It is, however, the goal of the Foundation to select annually a James Madison Fellow from each state, the District of Columbia, the Commonwealth of Puerto Rico, and a single territorial entity (Guam, the U.S. Virgin Islands, American Samoa, and the Commonwealth of the Northern Mariana Islands) from which at least two fully qualified applications, meeting the minimum requirements are received.
