There is now a CONTENT FREEZE for Mercury while we switch to a new platform. It began on Friday, March 10 at 6pm and will end on Wednesday, March 15 at noon. No new content can be created during this time, but all material in the system as of the beginning of the freeze will be migrated to the new platform, including users and groups. The U.S. Federal Government stopped operating on Saturday, February 20, 2018, after a stopgap spending bill failed to pass. Congress will continue to meet to try to come to a funding agreement.
In the meantime, federal government offices that are not fee-funded or designated to continue operations because they offer security or other essential services will generally have to shut down and furlough most workers, until a deal is struck.
The immigration process is largely fee-funded or related to security operations, however, and so most immigration operations will continue except as described in this NAFSA article.
