General Eugene Habiger (US Air Force, Ret.) served for 35 years in the United States military, culminating in his rise to command of the Strategic Command. In this role, he directed all US Air Force and Naval strategic nuclear forces. General Habiger forged close military-to-military ties with his Russian counterparts, and was successful in implementing many confidence building measures between the militaries of the two nations.
