in conjunction with The Georgia Tech Information Security Center Present Dr. Larry Wentz, CTNSP, National Defense University on Securing ICT Support in Crisis Response and Nation Building: Challenges and Opportunities.
Recent humanitarian assistance and disaster relief operations, such as those conducted in the wake of the Southeast Asian tsunami or hurricane Katrina, demonstrate the need for rapidly deployable and sustainable information communications technologies (ICT) to extend voice and information services to support crisis operations and information sharing between the military and civilian responder communities. Failed-state interventions such as in Afghanistan and Iraq demonstrate the need to make better use of information and ICTs to create more knowledgeable interventions, help organize complex activities, integrate stability and reconstruction operations with the affected nation, and enable nation building reconstruction and development. The complex civil-military operational and threat environments of these operations demonstrated the need to consider security from multiple views ranging from protecting ICT infrastructure and crisis response and reconstruction related data and information to using ICT to enable civil sector security.
Mr. Larry Wentz is a Senior Research Fellow at the Center for Technology and National Security Policy of the National Defense University in Washington, DC. His research at NDU has focused on DoD use of commercial information communications technology (ICT), establishing civil-military collaborative information environments, ICT support to humanitarian assistance and disaster relief and use as an enabler in failed-state cross-sector reconstruction including a case study of Afghanistan ICT, Information Operations (IO) with emphasis on influence operations and computer network operations, and developing a theory of cyber power.
