Democracy 2.0 (D2) is a societal design that has an explicit society design process built into it. A fundamental component of D2 is an Alternatives Testing Model (ATM), a technology, a tool to assist the public in society design. To do that task, the ATM must embody a theory of governance. The talk describes the society design process and the nature of D2. It then describes the architecture of a theory of governance.
