A professor in the School of Electrical and Computer Engineering at Georgia Tech, Dr. Li and his coauthors Guocong Song and Leonard Cimini, Jr. won this award for their paper, "Joint Channel- and Queue-Aware Scheduling for Multiuser Diversity in Wireless OFDMA Networks." The paper was published in the July 2009 issue of the IEEE Transactions on Communications, Vol. 57, No. 7, pp. 2109-2121. They will receive this award on May 24 during the IEEE International Conference on Communications, to be held in Cape Town, South Africa.

The award-winning paper is both theoretically and practically meaningful for cross-layer scheduling design of wireless networks. With the utility-maximization mechanism, MDU scheduling enables the network to achieve the right balance between capacity enlargement and QoS guarantees, according to the channel conditions and the level of network congestion. The novel stability analysis can be applied for stationary systems and a much wider range of scheduling algorithms compared to the existing related work. It will facilitate the design of cross-layer scheduling algorithms and QoS provisioning solutions for advanced wireless broadband networks.
