James White, associate director of International Programs for the Center for Advanced Communications Policy, will use the city of Sandy Springs, Ga., as a test case to measure the economic and social efficacy of comprehensive municipal service outsourcing.
Following its establishment at the end of 2005, the city of Sandy Springs, Georgia, has quickly come to typify the concept of comprehensive municipal service outsourcing. In an attempt to measure both the economic and social efficacy of the concept, an original comparison between five “contract” cities and five “traditional” municipalities was completed in May, 2009, offering a view of the relative merits and demerits of outsourcing. This talk will outline the major findings of the research.
