The National Association of County and City Health Officials (NACCHO), a national organization representing approximately 2,800 local health departments (LHDs) nationwide, has an immediate opening for a full-time Program Analyst.

 

POSITION SUMMARY:

A Program Analyst is responsible for providing professional support for programs or internal functional activities and typically performs moderately difficult analysis, research, writing, and project coordination, usually under the direction of a Senior Specialist or Director. The Program Analyst understands policies, standards, and their application to their work. An advanced degree may be substituted for work experience on a case by case basis. The Program Analyst understands implications of internal and external policies that impact their position.

He or she typically performs analysis, research, writing, or project management and can complete projects or components of large scale projects/programs with little supervision. A Program Analyst may also hold a very senior level administrative position requiring the ability to support and coordinate the office of a senior executive and communicate with internal and external stakeholders at a level commensurate with the position’s duties and expectations. Program Analyst may have frequent contact with outside organizations or internal customers that may involve project coordination, information sharing, or resolution of problems.

This position is located on the Healthy Community Design team. This position includes work with our Environmental Health and Chronic Disease portfolios as well, coordinating messaging and cross-cutting issues/projects. POSITION SPECIFIC DUTIES:

• Serve as project lead and perform all day-to-day tasks associated with assigned projects. This may include establishing/supporting advisory groups, conducting research, writing reports/briefs and other project deliverables and serving as primary point of contact for members and partner agencies. • Apply a basic understanding of research methods, designing and conducting qualitative/quantitative research, analyzing results, and conveying findings through written and oral means to all project work. • Develop content for NACCHO website, newsletters, e-news and social media concerning Healthy Community Design projects and topics on a regular basis and tracks downloads, views and other related metrics. • Contribute to long-term project planning, including identifying activities to support NACCHO’s Healthy Community Design portfolio. • Manage NACCHO’s Healthy Community Design workgroups and collaboratives, including developing webinars on project specific topics, maintaining online communities and scheduling meetings and providing detailed minutes. • Represent NACCHO at external meetings and conferences (some travel required). • Other duties as assigned.

 

 

EDUCATION/EXPERIENCE/SKILLS:

• Bachelor's degree in relevant professional field with a minimum of 2-5 years of relevant experience and/or advanced technical training; or equivalent combination of education and experience, including a relevant certification. An advanced degree may be substituted for work experience. On occasion, extensive practical experience may be substituted for formal education, particularly if the technical specialty is unusually complex or when long experience has a greater value to the organization than conceptual understanding. Masters and/or Juris Doctor Degree in a relevant field preferred. • Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of the organization. • Ability to apply common sense understanding to carry out instructions furnished in written, oral or diagram form. Ability to deal with problems involving several concrete variables in standardized situations. • Spreadsheet and word processing software experience required.

JOB CLASSIFICATION: Full-time, Exempt, TERM: This position is considered a term position made possible through grant funding, some or all of which is scheduled to end July 31, 2015. While NACCHO will make every effort to secure continued funding, this position may be eliminated on July 31, 2015.

HIRING SALARY RANGE: $51,932 – $54,000
